■Export Control Compliance
The export control team is responsible for the implementation and maintenance of policies and procedures to safeguard compliance with Global Sanctions & Export Control Strategy. This includes managing adherence to these policies and procedures, in order to assure compliance with dual-use export control laws and regulations of the jurisdictions to which its business dealings are subjected to. This position will work on the following aspects:
Maintain and improve Internal Compliance Plans in Japan, including leading annual ICP audit, setting up processes/trainings/communications to satisfy ICP requirements.
Create local processes as needed to streamline cooperation between export controls, local planning and development, and/or local logistics on export control related issues, such as signing of EUS and license applications.
Maintain and improve the Export Control Framework, and set up monitoring systems with focus on Japan, but also provide support for Korea, Taiwan and other Asian countries as needed.
Responsible for export license applications for Japan, ensure timely license reporting and engage with the licensing authorities where and when necessary.
Responsible for working with system administrators to ensure that relevant export licenses for Japan (and other Asian countries where needed) are properly maintained in our compliance tools, SAP Global Trade Services (GTS) as well as Oracle.
Provide consultation to local stakeholders on export control issues, including but not limited to:
End-use Statement requirements
Parameter sheets
Export control considerations/legal requirements applicable for proposed business transactions/projects
Export license requirements
Stimulate and establish good working relationships at different levels with relevant departments by giving trainings and participating in departmental meetings that contribute to increasing awareness and compliance.
Perform periodic risk assessments including reviews of the impact of new regulations.
Contribute to periodic reporting on export control topics to senior management.
Monitor regulatory developments and changes in Asia (with focus in Japan) in order to pro-actively inform and advice the business.
Participate in reviews of export control related incidents.
Participate in Japan government interactions to help shape/influence government export control policies
■Stakeholder Management
In order to be successful key stakeholder management will be important, both externally as well as with the company:
Together with the team, ensure open and transparent relationships with licensing and other authorities in Japan, Korea and Taiwan. This includes representing in governmental audits.
Build a partnership with Planning and Development as well as Supply Chain teams who will support you in the countries with local support and contacts with the local authorities to ensure export (operational) compliance.
Establish a strong relationship with employees to ensure cooperation and assistance in the successful implementation of export control related (initiated)projects.
■Government Affairs
Continuously monitor and interpret the political and policy landscape and provides leadership with practical insights on policies that may have an impact.
Show appetite and capability to independently identify political risks and opportunities, and initiate and execute actions.
Support key executives with policy positions and communications materials
Assist executives in public policy engagement efforts via speaking engagements and meeting opportunities
Lead government advocacy efforts at the national level, advancing policies and initiatives aligned with our organizational goals
Cultivate an excellent relationship with government officials and agencies to effectively represent our interests and influence policy outcomes.
Act as a liaison between our organization and government entities, fostering productive relationships and advocating for policies that support our mission.
Support promotion of a positive presence with Japanese institutions and other public organizations to (help) shape the policy environment relevant for business
Manage memberships in relevant industry associations and cultivate relationships with key stakeholders to amplify our advocacy efforts.
Engage with leadership to develop public policy strategy, campaigns, and engagement
Work collaboratively with other departments (e.g. Legal, Communications, Strategic Sourcing) to ensure strategic alignment, well-informed decision-making and compliance and improve public and governmental affairs skills.
Show sound business judgment and analytical skills, ability to help formulate, develop and execute agreed strategies.
